Approval by the County Administrator of the rejection of bids received for Herbicides, Aquatic Herbicides and Adjuvants - Vegetation Management.
• Two bids were submitted in response to this solicitation. Respondents are SiteOne Landscape Supply and C.W. Nowlin Enterprises, LLC.
• Rejection of bids is requested due to both vendors providing incomplete submittals that resulted in them being deemed non-responsive.
• Phone conversations were held with each vendor to clarify the information they missed and will be required to submit in the new solicitation to ensure responsive submittals.
• Rebid #24-0622-ITB Herbicides, Aquatic Herbicides and Adjuvants - Vegetation Management (REBID) has already been solicited in OpenGov.
• This rejection of bids has no fiscal impact on Pinellas County.

Summary:
This request is to reject the two (2) bids received from contractors to supply Herbicides, Aquatic Herbicides and Adjuvants - Vegetation Management. Neither respondent submitted a responsive response due to incomplete price submittal spreadsheets. Rejection of the submittals is required to maintain the integrity of the bid process, to invite increased competition for the goods required, and to ensure the contract will fulfill the needs of the department.
Background/Explanation:
A contract request for Herbicides, Aquatic Herbicides and Adjuvants - Vegetation Management was entered into OpenGov by Public Works. The requirement was solicited on February 19, 2024, resulting in incomplete responses from C.W. Nowlin Enterprises, LLC and SiteOne Landscape Supply.
