Summary:

The overall objective is to improve access to and from the East Lake Fire & Rescue Station 58 by improving traffic flow along Keystone Road and at the intersection of East Lake Road and Keystone Road. The project includes a traffic study, lengthening the eastbound and westbound left turn lanes on Keystone Road, extending two westbound through lanes from East Lake Road to Buffalo Avenue, adjusting the traffic signal to complement the lane additions, and updating the drainage system to account for the additional stormwater. The project will also add an eastbound left turn lane at the intersection of Keystone Road and Old Keystone Road.

Optional services are included for work along East Lake Road that is recommended by the traffic study and results in additional design for roadway, drainage, permitting, environmental services, structures, signing and pavement marking, signalization, lighting, and geotechnical investigation.

A contingency amount of $20,000.00 is included for minor unforeseen circumstances that may arise during development of the project and will only be used at the discretion and approval of the County.

Background/Explanation:

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on December 15, 2023; the negotiation and scoping process concluded December 30, 2024.

The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.

The project is based on findings from the Intersection Analysis & Alternatives Development Study of December 2022 that developed and evaluated various alternatives for improving operations and emergency response along Keystone Road and at the intersection with East Lake Road.

In addition, a PD&E study is underway to evaluate improvements for East Lake Road from south of Curlew Road to north of Trinity Boulevard. Currently, the intersection experiences heavy congestion with extensive queuing of vehicles. Congestion at the study intersection poses significant challenges for first responders dispatched from the nearby Eastlake Fire Station 58 on Keystone Road east of the intersection and Tarpon Springs Fire Rescue Station 69 responding from west of the intersection.
