Recommended Action

Approval by the County Administrator of Change Order No. 3 to the contract with Alexon, LLC. (Alexon) for rodent eradication services.

•                     Change order no. 3 provides a twelve (12) month extension through March 30, 2025, and a $55,000.00 increase for a revised total contract not to exceed of $1, 076,237.00.

•                     After testing and years of usage, it is apparent that Alexon’s propriety process works very well keeping rats/rodents out of County buildings.   On March 28, 2018, the County Administrator approved this sole source contract in the amount of $1,021,237.00. Change Order No. 1 was approved on March 29, 2023, by the Purchasing Director to provide a twelve (12) month extension.  Change Order No. 2 was approved on June 28, 2023, by the Purchasing Director to add rodent eradication services to the 1st floor Sun Wing Area, 2nd floor office area and back ticket hallway at St. Petersburg-Clearwater International Airport (PIE).

•                     Funding for this agreement is included in the FY24 Adopted Budget of Administrative Services, Economic Development, Public Works, and Solid Waste in the County Transportation Trust, General, Solid Waste Revenue and Operating, STAR Center, and Surface Water Funds.

•                     Approval for the use of funds and whether budgetary conditions are met will need to be made on a department-by-department basis.

Contract No. 178-0190-SS increase in the amount of $55,000.00, for a revised total not-to-exceed amount of $1,076,237.00, effective through March 30, 2025.

5.3 Ensure effective and efficient delivery of county services and support.

Summary:

This request extends and adds funds to the sole source contract with Alexon to continue to provide rodent eradication services and provide an on-going maintenance program to mitigate re-infestation at County-owned properties. Eradicating rodents is a high priority to ensure County facilities are maintained in a healthy and safe manner for the benefit of its employees, the public, sheltered animals, and neighboring properties.

On June 12, 2023, Purchasing and Risk Management Division on behalf of Facilities solicited a request for proposal for rodent eradication services under contract no. 23-0315-RFP. Due to Facilities not providing full specifications for the RFP, Facilities requested that we continue services with Alexon for some County departments.

Utilities and Parks requested Purchasing proceed with award through the competitive process under contract no. 23-0315-RFP due to performance and environmental concerns with Alexon.
