Summary

This attached amendment realigns the FY24 appropriation from Treasure Island Nourishment 2022, project 002574A, to Post Idalia Emergency Shore Stabilization, project 006241A. Post Idalia Emergency Shore Stabilization, project 006241A, is an emergency project that was not originally planned and began with a preliminary estimate. All easements were not provided when the project began. More easements became available as the project progressed. The project area was also impacted by two additional storm events resulting in the need for grading. The current project estimate has increased to $38,400,000.

Body

Background Information:

Pinellas County beaches were heavily eroded by Hurricane Idalia.  Post Idalia Emergency Shore Stabilization, CIP project 006241A, was established to design and construct emergency control measures that would protect shorelines that were most impacted by the hurricane. Emergency measures include temporary sand-filled erosion control structures and reconstructing dunes.

The emergency project was approved on September 19, 2023, during the Second Public Hearing to adopt the FY24 Budget. The approved budget was $21,000,000 for FY24. This project was permitted to begin in FY23 due to lapse in the Physical Environment center/Coastal Management program.

A Resolution to realign $16,000,000 from Reserves-Future Years-Tourist Development-Beach Nourishment to Post Idalia Emergency Shore Stabilization to fund stabilization design and construction was approved by the Board on December 12th, 2023 (23-1772A). Providing an FY24 budget of $37,000,000 to match the total project estimate at that time. The total project estimate of $37,000,00 included FY23 expenditures of $4,524,000.

The Board approved an Amendment by Resolution (23-1975A) for the FY24 Budget on January 30th, 2024, containing a carryforward of -$4,524,000 to the Post Idalia Emergency Shore Stabilization project for FY23 expenditures. Resulting in an FY24 Amended budget of $32,476,000.

This Administrative Amendment will realign $1,400,000 from Treasure Island Nourishment 2022, project 002574A, to Post Idalia Emergency Shore Stabilization, project 006241A. The Amendment is needed to complete the Idalia project, an emergency project that was not originally planned and began with a preliminary estimate. All easements were not provided when the project began. More easements became available as the project progressed. The project area was also impacted by two additional storm events resulting in the need for grading.

Approval of this Administrative Amendment will result in an Amended FY24 Budget of $33,876,000 and a total project budget of $38,400,000, which matches the current project estimate of $38,400,000

Fiscal Impact:

The FY24 Budget for Treasure Island Nourishment 2022, project 002574A is $5,523,000. The FY24 Budget for Post Idalia Emergency Shore Stabilization, 006241A, is $32,476,000. These projects are funded by the Tourist Development Tax in the FY24-FY29 Capital Improvement Program plan.

Through this amendment $1,400,000 will be moved from Treasure Island Nourishment 2022, project 002574A, to Post Idalia Emergency Shore Stabilization, 006241A, resulting in an Amended FY24 Budget of $4,123,000 for the Treasure Island project and an Amended FY24 Budget of $33,876,000 for Post Idalia Emergency Shore Stabilization, project 006241A.

The current project estimate is $38,400,000. $4,524,000 of which was spent in FY23.This amendment does not increase the overall FY24 budget, it is realigning funds from Treasure Island Nourishment 2022, project 002574A, that will not be spent in FY24 to Post Idalia Emergency Shore Stabilization, project 006241A, to spend in FY24. The overall impact to the multi-year plan due to current estimates Idalia cost is an increase of $1,400,000, as Treasure Island Nourishment 2022, project 002574A, will need construction budgeted in FY26.

A Florida Department of Environmental Protection reimbursement-based grant agreement for $15,100,000 will appear on the February 20th, 2024, Board Agenda.
