Summary:

Recommend rejection of single bid submittal received for Countywide Mast Arms - Group 3 due to the low bid of $11,481,262.80 received from Highway Safety Devices, Inc. was 48% over the office estimate of $ $7,758,861.51.

This project was for of the removal of the existing span wire signalization and installation of steel mast arms at seven (7) locations - US 19 at Tarpon Avenue, West Lake Road at Tampa Road, and Lake St. George Drive at Tampa Road, 113th Street at 54th Avenue N, Park Boulevard at Ridge Road, Park Boulevard at Seminole Boulevard, and Park Boulevard at Johnson Boulevard. The project was to include new traffic controller cabinet equipment, detection equipment, and improvements to meet current ADA guidelines.

Background/Explanation:

The Purchasing & Risk Division advertised an invitation to bid on October 20, 2023, with a bid submission deadline of November 30, 2023.  One bid was received from Highway Safety Devices, Inc. that was 48% above the office estimate. Staff attempted to negotiate pricing since only one bid was received but could not obtain sufficient negotiated pricing to meet budget; therefore, rejection of single bid is recommended.  Other contractors qualified to perform this work were too busy to submit timely for this project.

In August 2018, Public Works Transportation Division submitted a grant application for Hazard Mitigation Grant Program funding for the improvement of sixteen (16) intersections with steel mast arms. Funding for the sixteen locations was approved on October 17, 2019, using 65% Federal funds with a 35% local match.

The sixteen intersections were broken into 4 groups for design and construction. Group 1 was awarded to New Era Electric, Inc. on January 31, 2023. Group 2 was awarded to New Era Electric, Inc on March 28, 2023.
