Change Orders for time extension and change in grant amount related to the Lealman Community Redevelopment Area Residential Improvement Program contracts.

Recommended Action:

Approval and execution by the County Administrator of these Change Orders related to Lealman Community Redevelopment Area (CRA) Residential Improvement Program (RIP) contracts. This grant program is included on the Fiscal Year 2024 Lealman Work Plan originally approved by the Board of County Commissioners sitting as the Community Redevelopment Agency during their regular meeting on September 19, 2023. A copy of the Work Plan is included as an attachment to this item.

The purpose of the Residential Improvement Program is to reduce or eliminate the costs associated with improving and enhancing the exterior appearance of the applicant’s home and property. The property must be located within the boundaries of the Lealman CRA to be eligible for grant funds. The property must be structurally sound meet Florida building codes and local housing codes. Grant awards of up to $15,000.00 are available for residential façade and site improvements.

Below are the two projects with the appropriate changes in amounts requested.

•                     The first property is 2837 40th Avenue North, Lealman, FL 33714. The original scope of work included the installation of a concrete driveway and apron for a total cost of $10,000.00. The permit review requires additional tree work not anticipated in the original application. The change order reflects an increase of $780.00 to complete the tree installation as well as a time extension increasing the total grant amount to $10,780,00.

•                     The second property is 4108 55th Avenue North, Lealman, FL 33714. The scope of work includes installing a new driveway for a total cost of $9,874.00. The original plans called for a full installation of a driveway and apron for the property and did not account for replacement of the storm drainage pipe to comply with the permit. The Change in cost is an increase of $3,901.30, bringing the new total grant amount requested to $13,775.30.

Funding for this payment is available within the Lealman CRA Trust Fund, using the Countywide portion of the Tax Incremental Financing and it is included in the Fiscal Year 2024 Adopted Budget.
