Approval of the 2022-2023 Local Workforce Services Two-Year Plan Modification as submitted by Worknet Pinellas d/b/a Career Source Pinellas (CSPIN).

 

                     The Federal Workforce Innovation and Opportunity act of 2014 requires CSPIN, in partnership with the Board of County Commissioners, to submit a modification to the four-year Local Workforce Services Plan to the Governor.

                     State procedures require the Board of County Commissioners to approve this Plan modification for submission to the Governor.

                     The Local Plan modification was approved by the CSPIN Board on September 7, 2022.

                     Upon filing with the State, this Plan will be effective January 1, 2023, through June 30, 2024

Summary:

Summary

This Plan is submitted to modify the CareerSource Pinellas Regional Workforce Development Operating Plan for 2022-2024, which was previously approved by CareerSource and the CSPIN Board of Directors.  The Federal Workforce Innovation and Opportunity Act of 2014 requires CSPIN, in partnership with the Board to develop and submit a comprehensive four-year Local Workforce Services Plan (Local Plan) to the Governor.  The Plan must be modified every two years.  State procedures require the Board to approve this Local Plan modification prior to submission to the Governor.  The Local Plan modification will be effective January 1, 2023, through June 30, 2024.

Notices for soliciting public comments were promulgated via multiple avenues as follows: • CareerSource Pinellas website • Local newspaper, Tampa Bay Times • Publicly held CareerSource Pinellas board & committee meetings • Publicly held Pinellas County Board of County Commissioners meeting. The Plan was posted for public comment from August 19 through September 5, 2022.

Background Information:

On July 1, 2004, the Board delegated CSPIN the responsibility of being the administrative entity and fiscal agent for the Federal Workforce Investment Act /Workforce Innovation & Opportunity Act funds in Pinellas County.

Requirements for the 2020-2024 Local Plan, as outlined by the United States Department of Labor, require each state to have approved an updated State Plan in place.  CareerSource Florida, Inc., and the Florida Department of Economic Opportunity are responsible for the development of the State Plan and the process includes requiring each Local Workforce Development Board to update their Local Plan to be in alignment with the State Plan. 

The 2020-2024 Local Plan was developed and updated with 2022-2024 Local Plan Instructions provided by the Florida Department of Economic Opportunity.

On February 12, 2020, CSPIN submitted the Local Plan to run for a 30-day period on the CSPIN website and a Public Notice was posted in the Tampa Bay Times Newspaper to allow for public comment and input.  The 2020-2024 Local Plan was approved by the CSPIN Board of Directors on March 18, 2020. 

The 2020-2024 Local Plan was approved by the Board of County Commissioners April 21, 2020.

 

Fiscal Impact:

There is no financial impact to the County.
