• Boley Centers provides residents with on-site case management which may include connections to services such as primary medical care, vocational training and job placement and other community supportive services.
• This agreement provides funding for staff, operations, and services for permanent supportive housing units.
• Funding from this agreement acts a as mandatory local match required to secure funding from the United States Department of Housing and Urban Development.
• Funding in an amount not to exceed $669,869.99 has been included in the Human Services’ Fiscal Year (FY) 2023 General Fund budget request. There are no changes in the funding allocation from FY22.

Summary
This Agreement provides funding for staff, operations, and services for permanent supportive housing (PSH) units. Funding from this Agreement acts as a mandatory local match required to secure funding from the United States Department of Housing and Urban Development (HUD).
Boley provides residents with on-site case management which may include connection to services such as medical care, vocational training and job placement, and other community support services. PSH is a critical need within our community.
During the first two quarters of FY22, 459 PSH clients remained in the program, 26 PSH clients worked for wages, and 507 PSH clients engaged in meaningful daytime activities, such as school, day services, work, and volunteering.

Background Information:
Boley is a private, not-for-profit organization serving individuals with mental disabilities, individuals and families who are homeless, veterans, and youth in Pinellas County.
County funding originally supported operations and services for nine (9) housing programs under Boley. The programs provided permanent, transitional, or Safe Haven supportive housing for over 190 low-income residents who are disabled by mental illness. In FY17, the Board added funding to Boley for additional PSH services as part of a comprehensive approach to systematically reduce homelessness in Pinellas County. In FY19, additional funding was added to implement the Board-approved decision package for homeless service expansion which incorporated incremental increased for FY20 and FY21.
Fiscal Impact:
Funding in an amount not to exceed $669,869.00 has been included in the Human Services’ anticipated FY23 General Fund appropriation.
