• This is a twenty-four-month contract for the repair, rehabilitation, and replacement of water and reclaimed water pipes, manholes, and other infrastructure, including emergency repairs on an as needed basis.
• Total estimated expenditure in the amount of $5,135,600.00 for two years and is approximately an 18% increase from the prior contract for the same duration.
• This contract will replace current contract no. 190-0087-CP(PLU), Annual Potable Water and Reclaimed Water Repair Services in the original award amount of $4,332,242.00 for two years. Due to several large emergency repairs, the current contract has insufficient remaining funds.
• Two bids were received with the award recommendation to the lowest responsive and responsible bidder.
• This contract includes 8% small business enterprise commitment from QRC Inc.
• Funding is derived through the Utilities water and sewer operating funds.

Summary
The purpose of this contract is to repair, rehabilitate, and replace water and reclaimed water pipes, valves, manholes, and appurtenances at various locations throughout the County. This work order contract is needed for emergency repair services to maintain continuity of operations and to provide reliable water and reclaimed water services to Pinellas County customers. This contract also includes expedited project work. This approach reduces the overall construction timeframe and provides benefits to customers with a quicker turnaround for repair and services. It also provides the flexibility to address unanticipated infrastructure needs (i.e., emergency failures) and provides the ability to quickly mitigate pipeline and valve breaks, failures, water loss, and damage to adjacent property and roads.

Background Information:
On April 15, 2022, the Purchasing and Risk Management Division, on behalf of the Utilities Department (PCU) released an invitation to bid to establish a contract for water and reclaimed water repairs and extensions to be ordered on an as-needed basis. This contract will replace the current contract no. 190-0087-CP(PLU), Annual Potable Water and Reclaimed Water Repair Services in the original award amount of $4,332,242.00 for two years. The current contract has insufficient remaining funds due to several large emergency repairs. These large emergency repairs included four water pipe repairs ranging from 10” to 42” that cost a total of over $3,824,381.00. An emergency change order was requested in the amount of $878,928.49 to handle the additional price of these repairs for a revised prior contract total of $5,211,170.49.

Services not-to-exceed (total contract): $5,135,600.00
Funding is derived from the sewer and water renewal and replacement fund.
