The MOU provides the PCSB with up to $2,780,000.00 in County CIP funding for the purpose of hardening Clearwater High School with needed improvements, as specified in the Scope of Work (SOW) to meet prescribed minimum safety standards for hurricane shelter designation. Improvements increase shelter capacity for Pinellas Citizens during weather-related events. This agreement utilizes Local Government Infrastructure Sales Surtax (Penny for Pinellas) funding.

Background Information:
The County recognized the need for additional hurricane shelter spaces in an After-Action Review for Hurricane Irma. Facilities around the county were assessed to determine if they could meet the specifications and minimum safety standards as a hurricane shelter. Existing shelter structures were assessed to determine if any mitigation measures were needed to maintain the safety and integrity of spaces or implemented to increase shelter capacity.
A CIP project for emergency sheltering upgrades was established under CIP Project Number 004180A with the Emergency Management department as Project Manager. Total funds allocated to emergency sheltering projects around the county are $6,410,000.00.
In coordination with the PCSB, Pinellas County Emergency Management (PCEM) obtained estimates for hardening Clearwater High School for a total estimated cost of $2,780,000.00.
These upgrades will add an additional 969 shelter spaces at 20 square feet per person.
Fiscal Impact:
The MOU will provide CIP funding to the PCSB in the amount not to exceed $2,780,000.00 for the hardening of Clearwater High School. This funding is provided by the Local Government Infrastructure Sales Surtax (Penny for Pinellas) and is budgeted in the Capital Improvement Plan, under project 004180A Emergency Sheltering, in the Emergency & Disaster Projects program.
All recurring costs after completion from this project funding will be the responsibility of the PCSB.
Future funds may be requested if additional unforeseen items or increases in construction costs occur from the time the quote was received to the completion of project construction.
