Approval of the ranking of firms and agreements with the six top-ranked firms per the Consultant Competitive Negotiation Act (CCNA) for Traffic Engineering Consultant Services for Advanced Traffic Management Systems and Intelligent Transportation Systems (ATMS/ITS).

                     This contract is for professional engineering services to prepare design and construction plans for traffic signalization, ATMS/ITS projects, and other, individual traffic engineering related assignments.

                     Award recommendation with six firms will provide services on an on-going basis with costs negotiated per specific assignment.  The upset limit over the five-year term is not to exceed $2,500,000 per firm or $15,000,000 maximum for the contract period.

                     This contract is replacing an expiring contract with the same upset limit amounts, however, the rates on average for the services has increased 18% since 2017.

                     HNTB Corp., Vanassee Hangen Brustlin, Inc., WSP USA, Inc., Cardno, Inc., Gannett Fleming, Inc., and Metric Engineering, Inc. have committed to utilizing multiple certified Small Business Enterprises (SBE) for engagements resulting from this contract. Percentage goals are not established for the Consultant Competitive Negotiation Act’s continuing contracts. When the County utilizes a firm for an engagement, the requesting department working with Economic Development will ensure SBE’s are utilized.

                     Fourteen firms submitted with award going to the top six highest ranked firms.

                     Funding is derived from the 9-Cent Local Option Fuel Tax and is budgeted under the ATMS program in Capital Improvement Program.

 

Contract 22-0304-CN(PLU); in the maximum amount of $2,500,000.00 per firm from the notice to proceed date for a five-year term total of $15,000,000.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

This is a continuing engineering services contract for traffic engineering and traffic control systems design. The primary purpose of this contract includes preparation of design plan packages for traffic signalization projects, the ATMS/ITS system, conducting traffic analyses and assisting the County with the operation and maintenance of the Traffic Control Center’s equipment and software. The Public Works Department is recommending award to six (6) firms to provide diverse experience and breadth of services required to provide all of the disciplines that may be needed under this contract.

Background Information:

A request for proposal to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.005 was released on December 23, 2021, and the negotiation process concluded in June 2022.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

The upset limit over the contract term is $2,500,000.00 for each firm for a total of $15,000,000.00.

 

Funding is derived from the Local Option Fuel Tax and is budgeted under the ATMS program in Capital Improvement Program. Operating budgets per individual work assignments on a multiple year/multiple work assignment basis.

 

As compared to a 2017 contract of a similar nature, we see a 18% overall average increase in the firms’ rates. No change to the standard upset limit of $2,500,000.00.
