Approval of the non-competitive Agreement with Nalco, an Ecolab Company LLC for the purchase of Nalmet 1689 - Wastewater Treatment.

 

                     This agreement provides for the purchase of a chemical product that is used in the wastewater treatment process as a copper removal agent at the South Cross Bayou Advanced Water Reclamation Facility.

                     This contract is for five years in the total amount of $1,498,505.29. Total estimated quantities of 104,000 pounds of Nalmet chemical with an estimated annual amount not to exceed $299,701.06.

                     This contract replaces a one-year contract with Nalco Company in place until July 5, 2022 in the amount of $224,000. The new contract unit price increased 5.4%, and some increased usage is anticipated.

                     On December 28, 2021, a notice of intent to procure non-competitively was advertised. No responses were received.

                     The Non-Compete Committee reviewed and approved this non-competitive purchase request on June 21, 2022. No other known manufacturers or authorized distributors of this chemical have been identified.

                     Funding is derived from the Sewer Operating Fund.

Summary

This agreement provides for the purchase of a chemical product that is used in the wastewater treatment process as a copper removal agent at the South Cross Bayou Advanced Water Reclamation Facility (SCBAWRF).

Nalco will provide fixed pricing for the first twelve (12) months due to the frequent price fluctuation for the cost of raw materials used for this product. Annual price adjustments (increase/decrease) will be allowed after the initial 12-month period. The contract may be extended, subject to written notice of agreement from the County and the supplier for an additional twelve (12) month period beyond the initial sixty (60) month contract period.

Background Information:

This product has proven to be effective in the removal of copper. In 2009, CH2MHill conducted a plant scale copper control testing in response to a consent order issued to SCBAWRF by the Florida Department of Environmental Protection (FDEP) for excessive effluent copper concentrations. The study resulted in design and implementation specific to the use of Nalmet 1689 as the copper control product. The County has utilized Nalmet 1689 since this implementation and has received continued recommendation from Black and Veatch for its use as an effective copper control treatment.
