Approval of a three-year grant award from the Office of Justice Programs Office of Juvenile Justice and Delinquency Prevention (OJJDP) for the Fiscal Year (FY) 2021 Family Drug Court Program.

 

                     The OJJDP FY21 Family Drug Court federal grant award from OJJDP will support the County Family Dependency Treatment Court (FDTC).

                     This new 3-year federal grant award from OJJDP is for the enhancement of the existing FDTC.                     

                     The FDTC serves adult clients who are suffering from substance use and co-occurring mental health disorders and are involved in the justice system as a result of child abuse or neglect.

                     The FDTC is a collaborative partnership between the County, the Sixth Judicial Circuit Court, and WestCare Gulfcoast-Florida, Inc.

                     This federal grant award is for $996,944.00 over three years from 10/01/2021 to 09/30/2024.

Summary:

Summary

This new 3-year federal grant award from OJJDP is for the enhancement of the existing FDTC. The goal of the FDTC is to reduce child maltreatment and/or neglect, and to support family stabilization and reunification. The FDTC will provide connections for safe, nurturing, and permanent homes and developmental services for children while providing parents with the necessary support and services the need to achieve successful recovery.  The FDTC will provide enhanced services to at least 109 adults and their families over 36 months (36 adults/families per year) to assist families in breaking the intergenerational cycle of abuse, neglect, and trauma, due to parental SUD/COD; to support the crime-and drug-free lives of parents in all four dimensions of recovery (i.e., Health, Home, Purpose and Community); and to achieve the goal and objectives identified by OJJDP.

Background Information:

The Pinellas FDTC was established in 2016 through a 3-year grant and received an enhancement grant in 2018. The Pinellas FDTC operates within the Circuit’s Pinellas Unified Family Court (UFC) division. The overarching goal of the Circuit’s FDTC is to reduce child maltreatment and support family stability.  The Pinellas FDTC focuses on a population of adult parents (ages 18+) with substance use disorders (SUD), many have co-occurring or coexisting substance use and mental disorders (COD). Additionally, these adults have a dependency adjudication where the child maltreatment or neglect is due to parental SUD.

Since its implementation in 2016, the Pinellas FDTC has primarily offered ASAM Level 1 Outpatient SUD treatment to participants but has been expanded to provide Inpatient treatment, as well.

 

Fiscal Impact:

 

This DOJ OJP OJJDP grant award is in the amount of $996,944.00 over three (3) years. The federal amount exceeds the application amount due to increased funding availability.  Required in-kind match, totaling approximately $266,667.00 over the 3-year period, will be contributed by the Sixth Judicial Circuit and WestCare. Funding to support related Grant activities is not consistent with the development of the FY22 adopted budgets for Human Service and Judiciary.  A resolution supplementing the FY22 budget recognizing these additional funds will be brought forward separately.
