Approval of the First Amendment with Wharton Smith, Inc. for professional design build services pertaining to the North Redington Beach Fire Rescue Station and Lift Station Replacement.

 

                     This contract is for professional design build services consisting of architectural and engineering design, construction documents and permitting and construction services (2 phases) for the North Redington Beach Fire Rescue Station and Lift Station Replacement project.

                     This amendment is for construction services for the lift station portion of the project with a lump sum Guaranteed Maximum Price (GMP) of $4,309,895.00.

                     Construction of the fire rescue station is anticipated to start after the lift station is completed in early 2023 and have a construction duration of approximately 1 year; Wharton Smith, Inc. is the contractor for both the lift station and the fire rescue station.  Staff will present the GMP for the construction of the fire rescue station at a future BCC meeting when negotiations have been completed.   

                     Three Small Business Enterprise firms are included for construction services for the lift station portion of the project totaling $203,412.00, or 4.72% of the GMP.

                     The construction duration for the lift station is approximately eleven months from issuance of the notice to proceed.

                     Phase 1 (consisting of architectural and engineering design) Award of Contract was approved on October 20, 2020 in the amount of $527,783.00.

 

Contract No. 189-0190-NC (JJ), First Amendment in the amount of $4,309,895.00 from the notice to proceed date for eleven consecutive calendar months; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

A new lift station (wet well, pumps, flow meters) will be designed and constructed to better facilitate flows from the towns of Redington Shores and North Redington Beach to Pinellas County Utilities’ wastewater collection system.

The new lift station is necessary as the existing lift station is nearing the end of its useful life; the pumps have historically experienced short lives due to insufficient depth of the wet well.

The existing location of the lift station and its electrical panels conflict with the proposed location of the new fire rescue station; therefore, the existing lift station requires relocation for the construction of the fire rescue station at this site.

Background Information:

Phase 1 of the project was approved on October 20, 2020, in the amount of $527,783.00 for contractor administration fees, costs for bidding the work to subcontractors’ services, coordination with the design of the fire rescue station, and GMP.

This is a joint project between Pinellas County Utilities (PCU) and the Facilities section of Administrative Services. Facilities will be constructing a fire rescue station, and PCU will be replacing Lift Station 79 at the site of the Town Hall for the City of North Redington Beach. Lift station 79 collects the wastewater from both the Town of North Redington Beach and the Town of Redington Shores.  Both towns are wholesale customers of Pinellas County Utilities, whose flows are metered for billing at this lift station. The wastewater is pumped out of the lift station into the wastewater collection system that terminates at the South Cross Bayou Advanced Water Reclamation Facility.

The new fire rescue station is a priority project. Due to limited space for both the fire rescue station and the lift station, the existing lift station needs to be relocated to a different location on the property to facilitate the construction of the fire rescue station. The fire rescue station has separate schedules and budgets. Construction of the fire rescue station is anticipated to start after the lift station is completed in early 2023 and have a construction duration of approximately 1 year.  Wharton Smith, Inc. is the contractor for both the lift station and the fire rescue station projects.
