Approval of the Joint Project Agreement with the City of Belleair Bluffs (City) for construction and relocation of County water distribution mains and gravity sewer mains, in conjunction with proposed City of Belleair Bluffs road construction and drainage system improvements along Marlin Drive from Southwind Drive to Belmar Drive (Project).

 

                     Existing County water distribution mains, and gravity sewer mains, including appurtenances, must be replaced and/or realigned to accommodate the proposed Project improvements made by the City.

                     City contractor will provide construction services to include County utility relocation and replacement and miscellaneous incidental construction as part of City Project.

                     Use of City contractor is cost-effective, time-efficient, and provides least disruption for residents.

 

PID No. 004572A; Estimated cost to County for Project utility work is $550,000.00; Authorize the Clerk of the Circuit Court to attest.

Summary:

Summary

The City will be constructing roadway and drainage system improvements along Marlin Drive, Pine Tree Lane, and sections of Dolphin Drive from Southwind Drive to Belmar Drive.  As part of the improvements, existing County water distribution mains and gravity sewer mains will be replaced or relocated to accommodate the proposed Project improvements. The County will also install sewer lining to extend its level of service and new fire hydrants for Public Safety and water blow-offs to improve the water quality.

The County is required to relocate or replace all utilities in conflict with the City’s proposed Project area. Utilizing the City’s construction contractor will limit the disruption to area residents resulting in Project efficiencies for all stakeholders.

The attached JPA also provides the funding mechanism for the County to pay the City in advance of the commencement of project construction activity. Further, it identifies both County and City responsibility throughout the Project duration. Construction is expected to begin in January 2022.

Background Information:

The City’s contractor shall replace and relocate approximately six (6) inches by 500 linear feet of water distribution mains, approximately 500 linear feet of eight (8) inch gravity sewer main, installation of approximately 3,300 linear feet of gravity sewer lines, water services, meters, sewer services, fire hydrants, removal or abandonment of existing water pipelines and appurtenances found to be in conflict with the proposed road and drainage system improvements along Marlin Drive, Pine Tree Lane, and sections of Dolphin Drive from Southwind Drive to Belmar Drive. Additionally, fire hydrant assemblies will be installed within the project limits as described in Exhibit A.

 

Fiscal Impact:

Construction services not-to-exceed:  $550,000.00

The County agrees to pay a not-to-exceed amount of $550,000.00 to the City for 100% construction services for the project ($500,000.00) and ten percent (10%) of the total cost ($50,000.00) for mobilization, maintenance of traffic, and miscellaneous administrative fees.

Funding for this Project is derived from the Utilities Department Water and Sewer Renewal and Replacement Funds. The costs associated with this agreement are not consistent with the FY22 Adopted Budget. The budget estimate for the Marlin Drive Utility Relocation for the City of Belleair Bluffs Roadway Improvements (PID 004572A) will need to be adjusted as part of the FY23 budget development cycle. Funding will need to be appropriated to this project from lapse in other projects or reserves.
