Approval of the ranking of firms and agreement with the number one ranked firm, Jacobs Engineering Group, Inc. (Jacobs) for professional engineering services related to the design of Joe’s Creek Model Update, Feasibility Study and Alternatives Analysis.
• The purpose of this contract is for professional engineering services to develop the Preliminary Engineering Report (PER) for Joe's Creek Model Update, Alternative Analysis and Feasibility Study.
• The PER will evaluate flooding and water quality deficiencies in Joe’s Creek and further develop the Joe’s Creek Greenway Trail Project.
• Award recommendation to the top ranked firm, Jacobs Engineering Group, Inc. in the amount of $967,318.86, in accordance with the Consultant Competitive Negotiation Act, per Florida Statute 287.055.
• Southwest Florida Water Management District grant funding in the amount of $301,837 is included in the services award amount.
• Two certified Small Business Enterprise subconsultants are included in the award to Jacobs: McKiernan Consulting Service, and Cumbey & Fair, Inc. for approximately 6.3% commitment of the total award amount.
• This agreement is included within the Capital Improvement Program project 004116A Joe’s Creek Greenway Trail and Stormwater Management funded by the Local Government Infrastructure Sales Surtax (Penny) and a Southwest Florida Water Management District Grant.
Contract No. 21-0003-NC(PLU), in the amount of $967,318.86 from the notice to proceed date for a term of four hundred twenty consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
The contract is for the requirements of professional engineering services to complete an alternatives analysis and feasibility study of recommended stormwater management improvements to reduce flooding, improve water quality and provide an amenity (the Joe’s Creek Greenway Trail) to communities in the Joe’s Creek watershed, including the Lealman Community Redevelopment Area (CRA). Jacobs will prepare a PER to present the findings of the analysis and study. The PER will provide documentation to reach an informed decision on the preferred alternatives with consideration of the following five factors: Alternate Routes, Safety/Utilities, Environmental, Cost, and Long-Range Transportation Plan (LRTP) consistency.
Final design is not included in this scope of services. Upon completion of PER, if the County decides to proceed to the final design phase, an amendment to the contract will be considered.

Background Information:
The Joe’s Creek watershed is a 9,256-acre drainage basin located in the south-central portion of Pinellas County. The watershed receives large amounts of untreated stormwater runoff that has caused the creek to be impaired for nutrients, biologic indicators, and fecal coliform. The project area consists of commercial, industrial and underserved residential areas that experience localized flooding, including the Lealman CRA. The project will provide analysis, evaluation and recommendations for green and grey infrastructure improvements that will mitigate flooding and improve water quality. Preliminary design and construction considerations for the Joe’s Creek Greenway Trail, a multi-modal transportation corridor, will also be provided. The trail will improve transportation connectivity as well as offer recreational and aesthetic amenities to the community.
This contract will provide preliminary engineering analysis for stormwater and transportation infrastructure improvements, elements identified in the Lealman CRA Plan as tools and strategies for future reinvestment.
A contingency amount of $60,000.00 is included for minor unforeseen circumstances that may arise during development of the project and will only be used at the discretion and approval of the County.
A Request for Proposal (RFP) to comply with the Consultants’ Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on September 21, 2020. The negotiation and scoping process concluded on July 21, 2022.
The contract includes negotiated fully burdened hourly rates, including all labor, direct/indirect overhead, margins/profits, and travel within the Tamp Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.
