Approval of the ranking of firms and execution of agreements with four firms for requirements of the Solid Waste Landfill and Ancillary Facilities Professional Engineering Consulting Services.

                     This contract will provide the Solid Waste Department with continuing professional engineering and consulting services for landfill management and related landfill ancillary facilities, programs, projects, and other related activities on a task order basis.

                     Five submittals were received with award recommendation to the top four firms in the total amount of $6,000,000.00 ($1.5M per firm) for a five-year term, in accordance with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055.

                     All the prime vendors have committed to utilizing multiple certified Small Business Enterprise (SBE) firms for engagements resulting from this contract. Percentage goals are not established for the CCNA’s continuing contracts. When the County utilizes a firm for an engagement, the requesting department working with Economic Development will ensure SBE’s are utilized.

                     This agreement is used on an as-needed basis with no obligation to spend the full amount of the contract in any given year. Funding for the first year of this agreement is included in the requested in the Fiscal Year 2025 Budget submission in the amount of $3,403,750.00 in the Solid Waste Revenue and Operating Fund. Funding for years two through five will likely be requested in future budgets.

 

Contract No. 24-0180-RFP-CCNAC in the amount of $1,500,000.00 per vendor for a five-year total not to exceed of $6,000,000.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The Solid Waste Department requires continuing contracts with professional consulting services for landfill management and related landfill ancillary facilities, programs, projects, and other related activities on a task order basis.  The Board’s approval of these continuing contracts does not obligate and/or authorize spending the full contracts sum of $6,000,000.00. The department is only authorized to expend the budgeted amount, approved annually by the Board.

To expend the funds, the department will issue one or more task orders to one or more consultants firms to complete per specific scopes of work.  The total expenditures cannot exceed the department’s line item budget.

Background Information:

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on November 30, 2023; the negotiation of agreements concluded on March 28, 2024.

The contract includes fully burdened hourly rates negotiated after conclusion of the evaluation process. The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.

The current continuing contracts for services expires on August 19, 2024. The consulting services described in the scope of work (SOW) are needed on a continual basis. Below is a sample list of projected costs associated with the use of these contracts.  With the exception of the annual regulatory reporting and performance monitoring tasks, the list of projects, cost, and schedules are estimates based on information known at this time.

Funds are budgeted in Solid Waste Revenue & Operating Enterprise Funds.

Contract funding is not required in the FY24 Adopted Budget and is included in the FY25 Budget submission from the Solid Waste Department. The annual amount expected to be spent on the contract is approximately the same as has been spent in most recent years.
