Recommended Action

Approval of the Boundary Line Agreement with the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida for seawall enhancement project at Philippe Park.

                     Agreement is to identify a common boundary line between County-owned land within Philippe Park and adjacent State-owned submerged lands that are part of the project.

                     Agreement is required to allow the project to proceed on State lands.

                     Project is fully designed, permitted, and funded. Work can proceed once Agreement is executed.

                     No fiscal impact associated with Agreement.

Summary

The Agreement establishes a common boundary line between the BTIITF and the County, for their properties and allows for installation of fully designed and permitted seawall enhancement elements along the County owned portion of the Philippe Park seawall. The State requires an agreement when a project is being done on State Sovereignty Submerged Lands.

The common boundary line between BTIITF's Property and the property owned by the County is the current mean high-water line of Old Tampa Bay. The County wishes to construct and maintain a shoreline stabilization project consisting of living shoreline salt marsh vegetation plantings, low-profile oyster habitat breakwaters, and riprap breakwaters.

Background Information:

The County has designed and received permits to install salt marsh grasses, low-profile oyster habitat breakwaters, and riprap in the water along the seawall of Philippe Park. This seawall enhancement project is occurring in several phases, and some of the installation will occur on State Sovereignty Submerged Lands, so it is necessary to get an easement from the State to complete the project in this location. The Agreement is one of the required documents to obtain the easement.
