Recommended Action

Approval of a grant agreement with the Florida Department of Environmental Protection (FDEP) for a Septic to Sewer Conversion Project for properties located in the City of Tarpon Springs.

 

                     Grant funding from FDEP is in the amount of $10,000,000.00 with a required County match of $10,000,000.00.

                     Funding will be used for a septic to sewer conversion project within the City of Tarpon Springs.

                     Sewer extension and lateral connections will be for 216 properties located on Bryan Lane, Dogwood Trace, Lora Lane, and Ranch Road, as funding permits.

                     The County will be paid on a cost reimbursement basis for expenditures before the expiration of the agreement on June 30, 2027.

                     Grant funding will be allocated to Project 006052A Septic to Sewer Phase 1, included in the Capital Improvement Plan, funded by the American Rescue Plan Act Fund. Matching County contribution is available under the same.

 

PID No. 006052A; Grant Agreement No. WG003; in the amount of $10,000,000.00 with a County match of $10,000,000.00; expiring on June 30, 2027; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The proposed project includes construction of sewer extensions and lateral connections to 216 properties. The properties are in the following areas: Bryan Lane, Dogwood Trace, Lora Lane, and Ranch Road. Once the sewer extension is complete the Grantee will properly abandon the septic systems and connect approximately 216 single family residences to a central sanitary sewer system for wastewater treatment by the Pinellas County Utilities’ wastewater collection facility.

Background Information:

The Tampa Bay Estuary Program and the Nitrogen Management Consortium have been successful in coordinating a plan, which includes Pinellas County Utilities Grantee)
expansion of sewer service to septic tank users to reduce nutrient inputs to the Tampa Bay Estuary and Brooker Creek. The Grantee is extending the sewer system in four project areas. These projects will accomplish the elimination of aging septic systems by connecting to the centralized sewer by hiring a qualified firm for design and an experienced contractor for building. The goal of the project is to reduce nitrogen load into the Tampa Bay Estuary and the Brooker Creek watershed.

Pinellas County Utilities is currently in scope and fee negotiations with Kimley-Horn for design services on the Septic to Sewer Program.

 

Fiscal Impact:

Grant funding from FDEP is in the amount of $10,000,000.00 with a required County match of $10,000,000.00.

Grant funding will be allocated to Project 006052A Septic to Sewer Phase 1, included in the Capital Improvement Plan, funded by the American Rescue Plan Act (ARPA) Fund. Matching County contribution is available under the same.

 

The County will be paid on a cost reimbursement basis for expenditures before the expiration of the agreement on June 30, 2027.

 

ARPA funds in the amount of $10,000,000 must be encumbered by December 31, 2024 and expended by December 31, 2026.
