Approval of the award of bid to Erickson & Lindstrom Construction Co. for the Bayside Health Clinic expansion.

 

                     This project is for construction work associated with the Bayside Health Clinic expansion consisting of three Phases: Phase 1 is for additional exam rooms that will incorporate negative pressure capabilities for the ability to isolate patients with airborne infectious diseases, adding approximately 1,251 square feet (SF) of addition/expansion; Phase 2 will convert existing exam rooms/office space into a reconfigured professional office/workstation, adding approximately 1,058 SF; Phase 3 will add approximately 1,100 SF of addition/expansion space for additional consultation/offices.

                     Award in the amount of $1,641,011.41 with all work to be within 430 consecutive calendar days from the issuance of the notice to proceed.

                     The Small Business Enterprise commitment is 15% for this contract.

                     This solicitation is primarily funded with federal grant funds from the U.S. Department of Health and Human Services.

                     There is a funding gap of $319,214.41 lapse in grant funding to cover all project costs of this contract. The funding gap will be administratively addressed with funding from the already-budgeted General Government Facilities Renovations project (project 004100A) causing no increase to the overall County’s capital improvement budget.

Background Information:

Pinellas County’s proposed Capital Assistance for Disaster Response and Recovery Efforts (CADRE) project will add approximately 1,251 square feet (SF) of addition/expansion for Phase 1. The space for additional exam rooms will incorporate negative pressure capabilities for the ability to isolate patients with airborne infectious diseases. In addition to the exam rooms, the facility is seeking to add a training room space and reconfigure existing space for additional storage capacity for the necessary personal protective equipment and hazmat supplies that are required for such emergency response circumstances. The negative pressure capabilities are necessary to prevent cross contamination of rooms throughout the clinic while providing space for the infectious individual to get the care they need.

The renovation project scope also includes converting existing exam rooms/office space (approximately 1,058 sq ft) into a reconfigured professional office/workstation as part of Phase 2. A second area includes removing a wall between the 2 dental labs. Pinellas County's proposed American Rescue Plan, Bayside Health Clinic Expansion project will add approximately 1,100 square feet (SF) of addition/expansion as part of Phase 3. The space for additional consultation/offices will be added to physically integrate the County’s behavioral health providers into the clinic for a seamless, warm hand-off of clients needed behavioral health services. In addition to the offices, the facility is seeking to add a third dental operatory chair and dental office to meet the increased demand for services at this location, and one additional restroom and lobby area for the increased building capacity.

 

Fiscal Impact:

This award of bid is comprised of 2 Capital Improvement Projects, 001475E Bayside Clinic Behavioral Health Expansion Phase I and 001475G Bayside Clinic Expansion Phase III. These projects are budgeted under the Capital Improvement Program: Human Services Function; Pinellas County Health Programs. Phase II of the project is currently budgeted under 90007E1 ARP - Health Center Funding, which is a grant project funding various items and projects, including Phase II. That grant funding will be moved and combined into 001475G for Phase III, but will be called out as a separate task for Phase II for the separate grant. The project will be extending into FY24; therefore, the budget changes can be done during the FY24 budget development, and will be pending Board approval.

                     Project 001475E (Bayside Clinic Expansion Phase I) is included in the FY23FY28 Capital Improvement Program 6Year Plan.

                     Project 001475G (Bayside Clinic Expansion Phase III) is included in the FY23FY28 Capital Improvement Program 6Year Plan.

                     Phase II of the expansion is currently budgeted under Project 90007E1 ARP - Health Center Funding in Human Services operating budget in the General Fund.  During the FY24 budget development process, a task will be added to 001475G Bayside Clinic Expansion Phase III  for the Phase II work so that it is included in a capital improvement project for capitalizing the asset and funded by the General Fund. Project name and description will be updated.

                     There is $319,214.41 lapse in grant funding to cover all project costs. The funding gap will be proposed to be addressed during the FY24 budget process with Penny funding from project 004100A Government Facilities Renovation project.
