Approval and execution by the County Administrator of the Third Amendment to the Agreement with HDR Engineering, Inc. (HDR) for professional engineering consulting services for the Project Development and Environmental Study (PD&E) Study pertaining to the San Martin Boulevard Bridge Replacement and Roadway Improvement project over Riviera Bay.

 

                     The purpose of this contract is to provide engineering services pertaining to the San Martin Boulevard Bridge Replacement and Roadway Improvement Project.

                     This Third Amendment is for a twenty-four (24) month extension through December 31, 2022 due to COVID-19 and has no fiscal impact.  A  required public hearing was originally scheduled for April 14, 2020 and was cancelled due to the pandemic.

                     The Second Amendment to the Agreement extended the duration from January 1, 2019 to December 31, 2020 and increased the amount of the contract by $29,927.14, to provide time for a detailed analysis and review of the recommended eastern alignment alternative, as approved by the Board of County Commissioners on June 12, 2018.

                     The First Amendment to the Agreement extended the duration from December 20, 2016 to December 31, 2018 for additional public involvement and environment requirements as part of the National Environmental Policy Act.

                     The Board of County Commissioners awarded this contract on December 16, 2014 in the amount of $641,431.02.

 

Contract 134-0091-NC (SS); in the amount of $671,358.16.  This Amendment has no fiscal impact.

Summary:

This Third Amendment is for a twenty-four (24) month extension through December 31, 2022 due to COVID-19.  A necessary public hearing was originally scheduled for April 14, 2020 and was cancelled due to the pandemic.  The lead agency for the study, Florida Department of Transportation (FDOT), Office of Environment Management, recently released guidance for conducting a hybrid public hearing.  FDOT is planning discussions/meetings early this calendar year with the hope to plan/hold a hybrid public hearing early spring/summer 2021.

 

Background/Explanation:

On December 16, 2014, the Board approved the contract with HDR to develop a PD&E study of the San Martin Bridge Replacement over Riviera Bay Roadway Improvement Project in the amount of $641,431.02.

The First Amendment to extend the agreement was approved by the County Administrator on September 12, 2016 to finalize the preliminary assessment and guidance from the FDOT. 

The Second Amendment to the agreement extended the duration from January 1, 2019 to December 31, 2020 and increased the amount of the contract by $29,927.14, to provide time for a detailed analysis and review of the recommended eastern alignment alternative, as approved by the Board of County Commissioners on June 12, 2018.

There is no change to the contract value.
