Recommended Action

Approval and execution by the Director of Administrative Services of Second Amendment with the State of Florida Department of Health for the operation of the Florida Department of Health in Pinellas (DOH).

 

                     This Amendment contains state and federal funding revisions and administrative changes requested by the State of Florida for the annual agreement. The Agreement is state generated each year to outline core services and funding allocations.

                     This Amendment provides no additional fiscal impact to the County. The original Agreement includes a local contribution of $7,013,760.00. This funding is generated by a dedicated, countywide Health Department millage.

                     Services maintained by the Department of Health include environmental health services, communicable disease control, limited primary care services, and a school nurse program.

                     The Agreement does not include the Healthcare for the Homeless Program and Pinellas County Health Program for low-income residents which are funded under a separate health services agreement.

Summary:

This Amendment incorporates state and federal funding revisions and administrative changes requested by the State of Florida. These administrative changes do not incur any additional costs to the County. Changes are described in detail in the Amendment from DOH and include the following:

j.                     Attachment B: reconciling differences in Schedule C vs. Attachment II Part II.

Background/Explanation:

The Board of County Commissioners (Board) approved the fiscal year 2022 (FY22) DOH Operations contract for County funding in the amount of $7,013,760.00 on October 26, 2021. The original agreement with DOH outlines the required coordination between the County and DOH for public health services pursuant to Chapter 154, Florida statute.  The Director of Administrative Services approved Amendment No. 1 on March 15, 2022.

 

Fiscal Impact:

This Amendment provides no additional fiscal impact to the County. The original Agreement is an amount not to exceed $7,013,760.00. This funding is generated by a dedicated, countywide Health Department millage.

 

Delegated Authority:

Authority for the Director of Administrative Services to sign the Second Amendment is granted under Code Section 2-62 (a)(1) and the County Administrator Memorandum dated December 2, 2019.
